Department of State Human Rights Report 1998 The Constitution provides for freedom of religion, and the Government respects this right in practice. Religious groups must register with the Government. Missionaries experienced occasional difficulties in renewing employment permits, despite the Government's revision of its policy and procedures on temporary employment permits (TEP's) in 1997 (see Section 2.d).
