    U.S. Department of State Human Rights Report 1998

    The Constitution states that the State is secular and also provides for freedom of religion. The Government respected this right in practice. Generally, all faiths worshipped without government constraint. Individuals were free to proselytize.

    In early June, customs agents beat a foreign missionary for no apparent reason (see Section 1.c.).
